CODE 7 - BOMB THREAT: |

1.1 |
This
code is used to advise of a bomb threat. |
|
|
|
|
1.2 |
Advise
the Fire/Police Dispatcher by telephone in clear language if a bomb
threat has been received. |
|
|
|
|
1.3 |
A Code
7 may be issued over the radio to advise neighbouring industries, but a
telephone message will usually be sufficient. |
|
|
|
|
1.4 |
If a
Code 7 is issued over the CVECO radio, under CVECO agreement, CVECO
members are to provide information as outlined on the �CVECO Code
Notification Checklist� (Appendix G -Members Only section). |

1.5 |
If not
done with the activation of the code, and the submission of the CVECO
checklist (within 10 minutes), the Plant Dispatcher will contact the
Fire/Police Dispatch and supply all known information as soon as
reasonably possible. |

1.6 |
Complete CVECO Code Notification Checklist (Appendix G -Members Only
section) and fax to Police Dispatch. |

CVECO MEMBER PROCEDURES: |
|
|
|
|
|
2.1 |
Each
CVECO member will have internal emergency procedures that will outline
their actions and/or response to a Bomb Threat - Code 7. |
|
|
2.2 |
As a
minimum the procedures will include. |
|
|
- |
Information the
Plant Dispatcher will provide Police/Fire/ Dispatch. |
|
|
- |
Internal
response plans for a bomb threat |
|
|
- |
Notification of
site personnel, neighbours and local agencies (if warranted). |

RESPONSE TO A BOMB THREAT: |
|
|
|
|
|
3.1 |
Report
threat to the local Police authorities. Identify the threat as a Bomb
Threat. |
|
|
- |
Only announce
the threat over the CVECO radio if you feel the threat is imminent |
|
|
3.2 |
The
Police will send a representative to your site to investigate the call
and fill the role of the Municipal Emergency Site Manager (MESM).
|
|
|
3.3 |
Update
the MESM as to the status of your search as it progresses. |
|
|
3.5 |
If no
explosive device if found, notify the Municipal Emergency Site Manager.
If the MESM is not at your site notify, Fire/Police Dispatch by phone
when the "All Clear� is to be initiated. |

COORDINATING A SEARCH: |

|
|
|
|
4.1 |
The
CVECO member will conduct their own bomb search. |
|
|
- |
The Police will
respond to provide advice but not search or react unless a device is
found. |
|
|
|
|
4.2 |
Coordinate a search of your building or plant site using personnel
familiar with the area, looking for things out of place or the unusual
for the area. |
|
|
|
|
4.3 |
Search
the obvious locations first. |
|
|
- |
Look for
anything unusual for that specific area. |
|
|
- |
Searching from
waist level down, then waist level up to ceiling. |
|
|
|
|
4.4 |
As
each area searches their specified zones, they will report to the
Industrial Emergency Site Manager (IESM) (search coordinator) that their
area is all clear of any suspicious objects |
|
|
- |
The IESM should
track that each area or zone has reported in until all facility areas
have been accounted for. |
|
|
|
|
4.5 |
Locate
anything questionable - Don't touch or attempt to move. Withdraw
from immediate area, have the area secured and notify your IESM. |

SUSPICIOUS OBJECT IS LOCATED: |

|
|
|
|
|
5.1 |
Do Not
Touch Or Attempt To Move Suspicious Object. |
|
|
5.2 |
A
suggestion is to evacuate an area a minimum three hundred (300) feet in
all directions from the suspicious object. |
|
|
5.3 |
Immediately notify your plant search coordinator (IESM) who will
communicate with the Municipal Emergency Site Manager (Police). |
|
|
5.4 |
If
possible place personnel and barricades a minimum of 300 foot perimeter
to keep unauthorized personnel from entering the area. |

6. |
REMOVAL OF A SUSPICIOUS OBJECT: |
|
|
|
|
6.1 |
The
Police will arrange for the device to be removed or disposed of. |
|
|
- |
Your local
Police Service will contact a bomb disposal team who is located in
London Ontario |
|
|
6.2 |
The
IESM should now decide if any shut down or evacuation is required to
minimize damage or injuries. |
